There is no separate Astral Ward Skyscale Skin. The item in the achievement is the unlock item for the Skyscale (similar to the original unlock item in Living World Season 4), just named differently. It automatically unlocks the Skyscale Mount, with the basic (original) skin. If you already have it unlocked, this does nothing.
The reason why the development team introduced this new content is to give a wider variety of suggestions and objectives related to battle such as PvE, WvW, and PvP. In addition to the original daily and weekly objectives, special objectives are refreshed each season in the Wizard’s Vault rewards cycle.

The first step is to plunder Abandoned Skyscale Nests which are located around Skywatch Archipelago or Amnytas . The number of nests needed to visit is random. Visiting nests until you find the correct one, completes the "Find an abandoned skyscale egg" step. The nests respawn after some time, possibly after the weekly reset.

Okay, for one, it's an optional mount. You don't need it (unless you are going after the legendary attached to it). I feel people demanding to purchase something that others have worked really hard for is a slap in the face.
